HAMAP-Humanitaire diversified its field of activity, to encompass two sectors: Engineering (WASH, construction, energy) and Mine Action.

## **HAMAP-Humanitaire in Syria**

HAMAP-Humanitaire is establishing and expanding its humanitarian mine action activities in Syria through a partnership and localization-based approach. As part of a consortium, HAMAP-Humanitaire is contributing to a humanitarian mine action intervention aimed at reducing civilian harm caused by explosive ordnance, restoring safe access to land and essential services, and supporting the strengthening of national mine action capacities in Syria.

Within the consortium, HAMAP-Humanitaire is supporting activities focused on Explosive Ordnance Risk Education (EORE), including direct and digital EORE approaches, community-based assessment and prioritization methodologies, baseline and endline Knowledge, Attitudes and Practices (KAP) surveys, and adapted Non-Technical Survey (NTS) approaches to strengthen evidence-based prioritization and response planning.

In parallel, HAMAP-Humanitaire supports localization and capacity strengthening efforts through direct engagement with Syrian partners, including technical and organizational support to national mine action actors. The programme also contributes to strengthening national humanitarian mine action capacities through training and operational support to local clearance teams.

The intervention is implemented in close coordination with consortium members, local partners, humanitarian actors, and relevant national stakeholders, in areas affected by displacement, return movements, and contamination from explosive ordnance. HAMAP-Humanitaire’s approach aims to combine immediate humanitarian risk reduction with longer-term support to sustainable and nationally led mine action efforts in Syria.

## **Description**

HAMAP-Humanitaire is seeking an experienced and dynamic Country Coordinator for Syria to support the coordination, implementation follow-up, representation, and development of its humanitarian mine action programme in the country.

The Country Coordinator will serve as the main focal point for programme coordination, local implementing partners, national stakeholders, and external actors. The role requires strong capacities in programme management, grants follow-up, partnership coordination, humanitarian representation, and strategic programme development in complex operational environments.

Under the direct supervision of the Regional Coordinator for the Middle East, the Country Coordinator will contribute to ensuring quality implementation of HAMAP-Humanitaire activities in Syria in line with donor, contractual, and organizational requirements. The position will work in close coordination with the Regional Support Manager and Regional EOD Advisor to ensure effective operational, technical, and organizational support to the programme.

The ideal candidate will demonstrate strong leadership, coordination, communication, and analytical skills, with proven experience in humanitarian programme management, donor-funded projects, and partnership-based implementation approaches. Previous experience in complex and volatile environments, particularly within the Middle East region, is highly desirable.

**Hierarchical and organizational links:**

Reports to: **Regional Coordinator for the Middle East**

Coordinates with: **Regional Support Manager, Regional EOD Advisor, HQ Programme and Support Teams, Consortium partners and implementing partners, National authorities and stakeholders.**

## **Main responsibilities**

1. Oversee and coordinate HAMAP-Humanitaire programme implementation in Syria in line with contractual, donor, and internal requirements.
2. Ensure effective coordination and representation with consortium partners, national stakeholders, donors, and local partners.
3. Ensure quality narrative, quantitative, compliance, and financial reporting in coordination with partners and regional support structures.
4. Support programme development, fundraising, and strategic positioning of HAMAP-Humanitaire in Syria in close coordination with the Regional Coordinator for the Middle east.
5. Support localization and capacity strengthening approaches with Syrian partners.
6. Contribute to context monitoring, security follow-up, and operational access coordination

## **Main Duties**

**Programme Oversight and Coordination**

- Ensure project activities are implemented in line with approved project documents, logical frameworks, workplans, budgets, donor requirements, and HAMAP-Humanitaire internal procedures.
- Ensure that programme objectives, implementation modalities, and contractual obligations are clearly understood by relevant stakeholders and implementing partners.
- Monitor programme implementation progress and identify operational, contractual, or contextual risks affecting implementation.
- Coordinate with consortium partners and implementing actors to ensure complementarity, coherence, and timely implementation of activities.
- Support implementation planning and follow-up in coordination with technical and support departments.
- Ensure appropriate monitoring of project indicators, deliverables, and means of verification.
- Contribute to programme quality control and accountability mechanisms.
- Ensure proper documentation and archiving of programme-related information and reporting.
- Coordinate with the Regional Support Manager regarding operational support needs related to finance, HR, logistics, procurement, administration, and compliance.
- Coordinate with the Regional EOD Advisor regarding operational mine action implementation and technical matters.
- Support the follow-up of legal registration and administrative establishment processes in coordination with legal advisors and HQ.

**Representation and External Coordination**

- Officially represent HAMAP-Humanitaire in Syria before relevant authorities, mine action stakeholders, humanitarian coordination mechanisms, donors, consortium partners, and external actors.
- Maintain effective relationships with local partners, civil society actors, national authorities, and humanitarian stakeholders.
- Participate in relevant coordination meetings, technical working groups, and sectoral forums.
- Ensure representation of HAMAP-Humanitaire values, humanitarian principles, localization commitments, and partnership approaches in all external engagement.
- Support visibility and external communication efforts in coordination with HQ and communication focal points.
- Maintain regular communication and coordination with consortium partners regarding implementation progress, operational challenges, and strategic priorities.

**Reporting and Grants Management**

- Ensure timely preparation and submission of internal and donor narrative reporting in coordination with partners and HQ.
- Follow up on quantitative, operational, and financial reporting from implementing partners.
- Ensure reporting quality and compliance with donor and internal requirements.
- Support consolidation of programme data, achievements, indicators, and lessons learned.
- Monitor implementation against contractual timelines, budgets, and deliverables, and alert management regarding any significant risks or delays.
- Support budget follow-up, forecasting, and implementation monitoring in coordination with relevant support functions.
- Ensure reporting and project documentation are properly archived and centralized.
- Contribute to donor communications and information requests where required.

**Partnership Management and Localization**

- Coordinate with Syrian implementing partners and support collaborative programme implementation approaches.
- Support organizational and operational capacity strengthening efforts for national partners.
- Identify operational gaps, risks, and capacity-building needs affecting programme implementation.
- Facilitate communication and coordination between technical teams, partners, and regional support structures.
- Promote equitable and constructive partnerships in line with HAMAP-Humanitaire localization objectives.
- Support monitoring and follow-up of partner compliance with contractual and operational obligations.

**Programme Development and Strategic Positioning**

- Contribute to the development of HAMAP-Humanitaire strategy and operational positioning in Syria.
- Conduct regular context analysis related to humanitarian, operational, security, and mine action developments.
- Identify opportunities for programme expansion, partnerships, and donor engagement.
- Contribute to the development of concept notes, project proposals, logical frameworks, and budgets.
- Support fundraising efforts and donor engagement in coordination with HQ and regional management.
- Contribute to lessons learned, programme capitalization, and development of evidence-based approaches.
- Support visibility and impact reporting initiatives highlighting programme achievements and operational learning.

**Security and Context Follow-Up**

- Maintain regular monitoring of the operational and security context in areas of intervention.
- Support implementation of security procedures and mitigation measures in coordination with regional management.
- Ensure timely communication of security or access-related developments affecting operations.
- Contribute to operational access coordination and movement planning where required.
- Promote staff awareness and adherence to security procedures and organizational protocols

**Education**

- Master’s degree in International Relations, Humanitarian Action, Political Science, Development Studies, Management, Law, or another related field from an accredited academic institution.

**Experience**

- Minimum 7 years of professional experience in humanitarian or recovery contexts, including experience in programme coordination, grants management, donor funded project implementation, monitoring and reporting, or country-level representation.
- Previous experience in complex and volatile operational environments.
- Experience in establishing or supporting the establishment of humanitarian missions or country programmes
- Experience working with institutional donors and consortium-based projects, including proposal development, donor engagement and compliance and reporting requirements.
- Experience managing partnerships with local organizations and national stakeholders, including implementation of localization and partnership-based approaches in humanitarian contexts.
- Strong understanding of humanitarian programme management and grant implementation, with strong planning, coordination, and organizational skills, including proficiency in Office 365 collaborative tools.
- Experience in humanitarian mine action or related sectors is considered a strong asset.
- Previous experience in Syria or the Middle East region is highly desirable.
- Understanding of security management principles in humanitarian contexts.

**Languages**

- Fluency in English is required.
- Knowledge of Arabic and/or French is considered an asset.
