**Job description**

GIZ has been operating in Syria since 1976. It has thus established valuable contacts in civil society and garnered experience that is now crucial for supporting the country. From 2013 onwards, it worked without government involvement with the assistance of local non-governmental organisations. Despite the difficult conditions, GIZ has consistently contributed to improving people’s living conditions.

In view of the developments since December 2024, which have led Syria into a decisive phase of transformation, GIZ plans to reopen its Country Office in Damascus in 2026. It is currently implementing projects on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ) and the Federal Foreign Office (FFO), with co-financing from the European Union and other donors. From 2026, the portfolio is planned to be expanded by several new projects.

The two complementary projects “Strengthening the Rule of Law in Syria” and “Supporting Good Governance in Syria”, funded by the BMZ, aim to strengthening governance, justice, and institutional resilience. One focuses on strengthening the rule of law by improving judicial institutions, expanding access to justice, and supporting human rights monitoring. The other enhances public administration by building institutional capacity, improving service delivery, and promoting transparent, citizen-centred governance at national and local levels. Together, they seek to create a more accountable and effective governance system in Syria.

**Your tasks**

- Supporting the Heads of Project in planning, implementation and monitoring of project activities, ensuring effective coordination, alignment across teams, and timely delivery of results
- Facilitating communication, tracking joint activities, and assisting in the identification of synergies to ensure coherent and complementary implementation of both projects
- Providing hands-on technical and process-oriented advice to project staff and partners on do-no-harm, context and conflict sensitivity, non-intended negative impacts and mitigation measures
- Accompanying the context- and conflict-sensitive design and operationalisation of project activities, including participatory dialogue mechanism, capacity development trainings and coordination meetings
- Providing advice to colleagues and partners on the inclusion of different vulnerable target groups in a gender-sensitive manner, considering intersectionality
- Contributing to project communication and public relations by preparing visibility materials, success stories, and communication products in line with GIZ standards
- Contributing to context- and conflict-sensitive monitoring of activities and indicators, and documenting good practices and lessons learned
- Supporting administrative and operational processes, including procurement support, logistics coordination, and preparation of documentation in line with GIZ procedures
- Where appropriate and reasonable, performing additional tasks upon request of the management

**Your profile (required qualifications, competencies and experience)**

- University degree (Bachelor or Master) in public administration, political science, law, economics, development studies, peace and conflict research, or a related field
- At least 1 year of professional experience in rule of law, peacebuilding, social cohesion, related interventions in the context of displacement, local governance, decentralisation, or institutional capacity development in Syria
- Strong communication and drafting skills, with the ability to produce clear, structured, and audience-appropriate content in Arabic and English
- Strong organisational and coordination skills, with the ability to manage multiple tasks effectively in a complex working environment
- Strong interpersonal skills and the ability to engage constructively with diverse stakeholders, including government institutions, civil society organisations, and legal professionals
- High motivation, reliability, and the ability to work in politically sensitive and rapidly changing contexts while maintaining professionalism, discretion, and adherence to communication standards
- Professional fluency in written and spoken English and Arabic, knowledge of German is an asset
